Overview

Cell broadcasting is an already existing function of cellular networks which allows a text message to be broadcast to any cellular phones in a given geographical area, unlike SMS messaging there is no need to know the telephone numbers of the phones. This makes cell broadcasting ideal for emergency notification as there is no way of knowing who is in the area covered by the emergency. More information on cell broadcasting is available here.

In the UK just under 50 million people currently (as of December 2002 source OFTEL) have cellular phones, almost all the population and many more than can be reached by any other means.
